Lukins & Associates can assist with you with any emergency or environmental assessments or audits, whether required by regulations or your company's internal policies.  Our staff has experience in conducting assessments and audits ranging from marine terminals to offshore facilities, from aviation to rail operations.  We conduct assessments and audits using a comprehensive checklist comprised of current regulatory requirements, best known business practices, and lessons learned from decades of experience. 

Our team of response experts has developed emergency and environmental response drills and exercises for clients worldwide.  We pride ourselves on being able to develop scenarios that are realistic, accurate, and useful to our clients.  Drills and exercises are intended to be a learning experience, not just conducted to fill a regulatory requirement.   Our drill and exercise program is tailored to the needs of our clients.  We use real-life information to develop scenarios based on our extensive field experiences, and ensure each drill or exercise meets and exceed any regulatory requirement.

For our U.S. clients, quarterly emergency and environmental response drills are a requirement under the U.S. Coast Guard, U.S. Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE - formerly MMS), U.S. Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) regulations.  Internationally, every country has their own regulatory requirements or comply with standards outlined by the International Maritime Organization (IMO), the European Union (EU) or other policies and guidelines.

Most drills seem to be conducted with the primary goal of simply meeting the regulatory requirement, missing out on the true value of a drill.  A drill, when developed and implemented correctly, is an excellent tool for determining the status of your Emergency and Environmental Response program.  Drills are 'spot checks', looking at particular pieces of your program or system.  The lessons learned from drills, and the feedback from your personnel, can be of great value in determining your vulnerabilities and implementing the appropriate countermeasures and preparedness actions.

3.  Lukins & Associates' Full Drill Package:

This package includes all the required forms, etc. and a scenario based on your plan.  Lukins & Associates controls your drill, role plays, gathers feedback and lessons learned, provides you with a full report of the drill for your records, and recommendations for improvements/path forward. 

The Hindsight Exercise

Lukins & Associates offers our clients the opportunity to turn any exercise into a Hindsight exercise.  The concept behind the Hindsight exercise is simple: we start the exercise at the conclusion, when whatever could have gone wrong, has gone wrong.  We then simply walk the scenario backwards, stopping to analysis each time we come across the root cause, or causes, that created a particular problem.  By the time the exercise is completed, your asset is whole again!  And the potential situation(s) or incident(s) which was the initial root cause(s) of the disaster has been discovered, thus allowing the exercise to become a preventive action rather than a response.  The lessons learned from this exercise become action items to correct, as necessary, before an actual incident occurs on your facility, vessel, office, etc.
